Decks cleared for T state formation

Decks have been cleared for the formation of a separate Telangana state with the Ministry of Home Affairs finalizing the note on the process of bifurcation of Andhra Pradesh.

Union Home Minister Sushil Kumar Shinde is expected to bring the same before the Union Cabinet scheduled to meet later in the evening though the same does not figure in the agenda.

The Union Cabinet is expected to approve the  T note and thus accord political clearance for bifurcating the state and pave way for carving out a separate Telangana state. At the same time the union cabinet is also likely to constitute a ministerial sub-committee to look into river water disputes and other aspects expected to crop after the formation of the new state.

Hectic political activity was witnessed in the national capital with the central leadership suddenly deciding to take forward the Telangana process at a break-neck speed to take the wind out of the sails of those opposing the bifurcation of the state. As a matter of fact the quick developments has virtually pulled the rug from underneath the Seemandhra leaders including union ministers, state ministers , MPs and legislators have been lobbying for the past two months to keep the state united and even supported the “ Save AP” movement launched in the region.

According to informed sources the Telangana note has been prepared by the Ministry of Home Affairs in tune with the CWC decision to create a Telangana state comprising of 10 districts with Hyderabad as the joint capital of the two states for 10 years. Only after AICC President Sonia Gandhi had put her seal of approval for this format, the note seemed to have been got readied.

It is pertinent to note here that the central leadership had scripted a game plan to douse the raging fire in the Seemandhra region after Chief Minister Kiran Kumar Reddy’s outburst against the High Command by openly decrying the CWC decision to bifurcate the state which only incensed the mood of the agitating integrationists.

As per the plan the central leadership managed to create a split among the Seemandhra state ministers. Those among them who had all along nurtured a grouse against Kiran Kumar Reddy were encouraged to take cudgels against him by decrying the comments of the Chief Minister. Once the split among the Seemandhra ministers came top the fore, the central leaders without losing any time decided to move forward quickly in getting ready the cabinet note.

With reports about the T note set to come up for discussion spreading like a wild wire, the Seemandhra leaders espousing the cause for a united state seethed with anger. Union Textiles Minister Kavuri Sambasiva Rao was stated to have been so agitated that he immediately rushed to Union Home Minister Shinde and also Veerappa  Moily to express his strong proptest. He is learnt to have argued that the T note should not have been finalized till the Antony Committee toured the state to study the prevailing situation in Seemandhra and then only should have been prepared for placing before the cabinet meeting.

In the meantime the integrationists including the striking APNGOs in the Seemandhra region after coming to know about the finalization of the T note and it coming up for cabinet approval, sparked off wild and violent protests in the region. The agitators raided and attacked the residences of the Union Ministers and MPs in their respective native in the region and staged dharnas and rallies before the residences demanding their resignations.

The quick political developments in the national capital also led to an impromptu meeting of  Seemandhra leaders including ministers and legislators in the Minisater’s Quarters in Hyderabad to chalk out the future course of action in the event the Union Cabinet approved the T note. The Chief Minister was also busy talking to his loyalists and  constantly apprised himself of the developments in the nation capital.
