Hyderabad: The Group of Ministers, which is giving final touches to Telangana Bill, is all set to finalize its report on bifurcation and will submit it to Prime Minister Manmohan Singh tomorrow. The final report with or without Rayala Telanagana proposal will be put before the Union Cabinet on December 5 instead of a day earlier.
Union Home Minister Sushil Kumar Shinde, who is heading the Group of Ministers, has told the media that the Telangana Bill will be finalized on Tuesday. The Prime Minister will take a look on the report which will be sent to the Cabinet for final approval. According to informed sources, the Prime Minister will chair a Union Cabinet meeting on Thursday evening to approve the Telangana Bill. It assumes significance that winter session of Parliament will begin from Thursday and take up the Telangana Bill probably before December 20.
Briefing media persons, Shinde feigned ignorance on Rayala Telangana proposal making rounds that the Centre is planning to merge Kurnool and Anantapur districts into Telangana State. He said that he does not know much of it and not to insist on the same issue. “Let us not talk on that”, he said, adding that the report will probably be approved by the Cabinet on December 5. Thus, he gave clarity over the issue despite intense lobbying being made by Seemandhra Union Ministers like K Chiranjeevi, JD Seelam, MM Pallam Raju, Panabaka Lakshmi, D Purandeswari and others, who are vying for making Hyderabad a Union Territory for time-being.
Even on Tuesday, Chiranjeevi and JD Seelam met Shinde and Jairam Ramesh and made a final bid for Union Territory, which will cater to the needs of Seemandhra people living in Hyderabad.
While Seelam maintained that the Group of Ministers has to give clarity on the UT demand, Chiranjeevi hastened to say that they made a final effort in this regard. On the other hand, the Congress Telangana leaders are vehemently opposing the Union Territory and Rayala Telangana demands.
In a related development, Telangana Joint Action Committee has taken up a “Silent Protest” at Raj Ghat in Delhi to impress upon the Centre and the Group of Ministers to accord statehood to Telangana without any conditions on Hyderabad. TJAC Chairman Prof. Kodandaram made it clear that they will oppose Rayala Telangana, which is not their intention and will accept Telangana with 10 districts and Hyderabad as its capital.
Meanwhile, Telangana Rashtra Samithi president K Chandrasekhara Rao held a closed-door meeting with senior party leaders on the issue. KCR has already sent a communiqué to the Centre against the Rayala Telangana proposal. TRS will oppose it tooth and nail and would revive the movement instead of cooperating with the Centre. He is learnt to have asked them to oppose the Rayala Telangana proposal and get ready for another movement against any proposals like Union Territory, Rayala Telangana, Article 371 D, Bhadrachalam merger into East Godavari and others. KCR is planning to take up the issue with Congress top-brass and pass T Bill without any delay.
It is relevant to note that Telangana Union Minister S Jaipal Reddy, former PCC Chief D Srinivas and Deputy Chief Minister Damodar Rajanarasimha opposed it. However, Chief Minister N Kiran Kumar Reddy is planning a strategy to oppose the Telangana Draft Bill during Assembly session.
