New Delhi: The Union Home ministry has conducted a crucial meeting on the bifurcation process of Andhra Pradesh.
The Home ministry had asked all the other departments to furnish information available with them on the state before November 5.
Since the GoM headed by Home Minister Sushil Kumar Shinde would be meeting for the third time on November 7, the reports of the heads of various departments had to be got ready in advance to facilitate deliberations by the seven-member GoM.
Union Home secretary Anil Goswami has chaired a meeting of secretaries of nine Union ministries in order to prepare the terms of reference for bifurcation process. The Home ministry is in possession of information related to the financial situation of the state.
This exercise by the top bureaucrats at the Centre will help the Centre to draft a Bill for creation of the new state. The Bill will be drafted by the Union Law ministry.
Apart from the financial status of AP, the other key issue deliberated at the meeting of Secretaries is the distribution of natural resources, with water resources at the top. The meeting discussed where the state government has put its money all these years – like in projects and what returns have accrued to it as result and how to distribute the assets and liabilities.
According to official sources, the GoM will take a final call on the status of Hyderabad. Similarly, a decision on any package to the ‘Seemandhra’ region might be taken at a future date, sources said.
Secretaries of the Union Ministries of coal, power, water resources, department of Personnel and training (DOPT), Petroleum, Law and senior officials of Planning Commission took part in the meeting.
