Hyderabad: Minister for IT and Communications Ponnala Lakshmaiah conducted a Brain Storming Workshop on Hyderabad Information Technology Investment Region (ITIR) at Mariott Hotel on Tuesday with the concerned executing agencies of the Government, IT/ITES/EHM/Gaming & Animation fraternity and other stake holders.
Speaking on the occasion, Ponnala said the ITIR project has nothing to do with Telangana State. In the first phase of the project, basic facilities will be improved Madapur, Shamshabad and Pocharam. He said the Centre approved a Policy Resolution on May 29, 2008 to set up Information Technology Investment Regions (ITIRs) in different States/UTs to promote investment in IT/ITES and Electronic Hardware sector.
As per the policy, the Centre would provide necessary viability gap funding for external physical infrastructure through existing schemes. ITE&C Dept submitted a proposal to Govt of India on March 9, 2010, for creation and development of ITIR in 202 sq.km in Hyderabad Metropolitan Development Area. The Cabinet Committee on Economic Affairs (CCEA), at their meeting held on September 20, this year, considered the proposal for setting up of AP ITIR in an area of 202 sq.km in and around Hyderabad Metropolitan Area and the notification to this effect is yet to be issued.
The proposed area for AP ITIR in 202 sq.km (49,913 acres) is identified in and around Hyderabad Metropolitan Area like Cyberabad Development Authority (CDA), including Gachibowli and Madhapur; Hyderabad Airport Development Authority (HADA) covering Mamidipalli, Raviryal, Adibatla, Maheswaram, Uppal and Pocharam areas. Out of the proposed 202 sq.kms area of ITIR, 41% i.e. 82.4 sq kms would be the processing area(IT office space) . Out of the processing area of 82.4 sq.kms, the Greenfield area proposed for development through ITIR is 76.9 sq.kms. The Brownfield area of 5.5 sq.kms (i.e. 82.4 sq.kms – 76.9 sq.kms) comprises of existing IT developments in Madhapur, Gachibowli, Nanakramguda, areas.
The ITIR is expected to attract a total investment of about Rs.2,19,440 crores of which the IT/ITES Sector is expected to attract investments of Rs.1,18,355 crores and the EHM sector will attract investment of Rs.1,01,085 crores. When the ITIR is fully implemented and commissioned would generate an additional direct IT employment of 15.4 lakhs (14 lakhs jobs in IT/ITES and 1.4 lakhs jobs in EHM Sectors.
The Hyderabad ITIR will be implemented in two phases after a notification issued by the Centre and second phase within 20 years after the completion of the first phase. The expenditure on certain identified projects for creation of internal infrastructure i.e., provision of roads, water, power, sewerage, water & water treatment facilities ,etc., within the processing area will be met by the APIIC /HMDA,APCPDCL, ORR, APTRANSCO, and other line Departments/Agencies/statutory bodies of the State Government from its annual plan funds & programmes, the construction of Office space will be done by APIIC/private infrastructure provides/JV mode and IT/ITES/EHM investors to set up their own facilities.
The workshop was attended by more than 150 participants besides the Government functionaries, STPI, VSEZ and representatives from IT/ITES/EHM/Animation Gaming Industry, Developers, IT SEZs, IT Infrastructure providers, Industry Associations such CII, NASSCOM, ITsAP, FAPCCI, ESC, CREDAI, APREDA, AVCGI, etc.
